I started to sculpt a canvas collar then i would sculpt a rope around it but later i realised it would be better to sculpt mould the head and collar separately.
When sculpting the collar again i might use wire mesh to create the shape then cover it with tape and cover that with clay once the collar is done i will melt more clay dip a rope into it then place it around the collar and let it harden i have a Great vision in my head i just need to do it one step at a time and with the mask separate from the collar you will be able to turn your head while the collar stays still.

I especially like the neck piece on the sculpt it kind of looks like that piece of fabric clowns wear on their necks, or is it just a dividing wall?
